Earlier this month, the Tibet Tourism Bureau announced changes to their Tibet Permit policy. Travellers that now wish to visit Tibet, need to consist of a minimum of 5 group members which have the same nationality. The Tibet Permit itself is free but you do need to possess a China Visa. More here
