The candidates — Republican City Councilman Carl DeMaio and Democratic Rep. Bob Filner my travel uk — have squabbled over pensions throughout the campaign and their strongly-held views on the contentious issue shape their political identities.
DeMaio, 38, has built his political career from the ashes of the city's fiscal crisis which came to light after disastrous decisions in 1996 and 2002 by city leaders to increase my travel uk retirement benefits for city workers and then hide the subsequent pension deficit from Wall Street. DeMaio has relentlessly pushed to reduce the pay and pensions of city workers since he joined the council in 2008, culminating in a ballot measure he helped craft that replaced pensions with 401(k)-style plans for most new hires. Voters overwhelmingly supported Proposition B in June.
Filner, 70, has long been a champion for public employee unions my travel uk which have been major donors to his campaigns over the past two decades. He opposed Proposition B ahead of the public vote, calling it a fraud that unjustly my travel uk threw employees under the bus for the sins of past administrations. Filner — who is eligible for three public pensions after stints as a professor, city councilman and congressman — is adamant that all workers deserve my travel uk a decent retirement and shouldn't my travel uk be shamed for accepting what they've earned.
Despite the passage of Proposition B, the civic debate over pensions is far from over at City Hall. The job of implementing the ballot measure — including its prescribed freeze on current workers' pensionable pay — will perhaps be one of the most significant tasks facing the winner of the Nov. 6 election when he takes office a month later.
Since the primary, Filner has tried to mute criticism over his Proposition B stance by saying that, while he still believes my travel uk the measure was wrongheaded, he will implement it because the voters have spoken. He also said his close relationship with labor makes him the only candidate capable of negotiating the pay freeze with unions.

He also said Filner's position is based on the notion that unions can somehow prevent the measure from taking effect.
"We don't need to ask the permission of the unions to implement this ballot measure. It's done," DeMaio said. "We can implement it with the support my travel uk of the unions if they want to come to the table and have additional ideas, but that's not a requirement. So Mr. Filner either my travel uk does not understand or is intentionally trying to mislead the public when he states that you have to get the agreement of the unions. It's pretty offensive to say that a voter mandate requires the approval or the concurrence of the unions and that somehow they have a veto power over the votes of people for pension reform. That's my travel uk simply not the case."
